How do I apply to the VA for Education Benefits?

Apply online at www.benefits.va.gov/gibill. Submit VA form 22-1990 for initial application.

How do I apply for financial aid?
What if I've used my benefits before at another institution?

Apply at www.benefits.va.gov/gibill. Submit VA form 22-1995 Change of Program or Place of Training, and indicate JU as your new school.

How do I transfer my entitlement to my spouse or children?

Submit your TOE (Transfer of Entitlement) at www.defenselink.mil, then go to www.benefits.va.gov/gibill and have the recipient submit the VA form 22-1990e.

  • 22-1995
  • 22-1990e (TOE)
  • DOD Transfer page
  • Last DD-214 (if service member is separated)

Does Jacksonville University (JU) participate in the CH33 Yellow Ribbon Program?

For the current academic year, JU will participate in the Yellow Ribbon Program. This program provides additional assistance to fund tuition and fee expenses that exceed the established threshold of the stated “VA Educational Cap” under the Post-9/11 GI Bill.

  • For 100% eligible undergraduate students, the Yellow Ribbon will provide a full match of tuition.
  • For 100% eligible graduate students, the Yellow Ribbon will provide a full match of tuition, up to $2,400. The JU Orthodontics program is excluded from the Yellow Ribbon Program.
  • Active Duty members are not eligible to participate in the Yellow Ribbon Program.

    • 22-1990
    • Copy of service member’s VA Certificate of eligibility (COE)
  • CH35 Provide a copy of the following documents to JU’s VA representative:
    • 22-5490
    • Copy of service member’s VA Certificate of eligibility (COE)
    • Copy of marriage or birth certificate of JU student’s relationship to service member

Questions About Ch 31

How do I apply for Ch 31 Vocational Rehabilitation benefits?

Apply online at www.benefits.va.gov/gibill. Submit VA form 22-1990 for initial application.

Apply for Chapter 31 one of two ways:

  • Complete VA Form 28-1900 and submit it to the VA Regional Office. Instructions are on the back of the form. Provide evidence of active duty service (a copy of discharge paperwork, DD Form214).
  • Or apply online.

The VA will review the application, and, if eligible, will schedule an appointment with the Veteran for an evaluation to establish entitlement to vocational rehabilitation. Once a plan for training is approved, VA Form 28-1905 will be issued. Provide a copy of VA Form 28-1905 to the Registrar’s office (Stacie Butts).
